At the IC EGOV Steering Committee meeting held during the 10th Edition of the Conference on March 8, 2017, Dr. Elsa Estevez was unanimously elected as the Chairperson of its Steering Committee from March 2017 to March 2020.
Before her election, Elsa was a member of the Steering committee and had been closely involved in the organization of all past editions of the conference. Elsa Estevez is Professor at the Computer Science and Engineering Department at the Universidad Nacional del Sur (UNS), Bahía Blanca, Argentina. She is also Researcher at the Software Engineering and Information Systems Laboratory at UNS and Visiting Professor at the Universidad Nacional de Río Negro, Viedma, Argentina. Previously, she was Senior Academic Program Officer at the United Nations University (UNU) Operating Unit on Policy-Driven Electronic Governance (UNU-EGOV), located in Portugal, Associate Visiting Professor at University of Minho, Portugal; Academic Program Officer at the UNU International Institute for Software Technology in Macao, China; head of Information Technology (IT) departments in a national bank and a major pharmaceutical wholesaler in Argentina. Her research interests include development and institutionalization of the IT function in government organizations (Government Chief Information Officer – GCIO), how IT transforms the relationships between government and citizens (Electronic Participation) and the working of urban systems (Smart City), and what is the impact of such transformations on public policy and sustainable development (UN Sustainable Development Goals framework). Working for UNU, she contributed to the establishment of UNU-EGOV; provided advice to several governments, participated in several expert group meetings, organized conferences, schools, and delivered invited lectures on the topic related to Electronic Governance in more than 30 countries and territories. She served as Programme Committee (PC) Co-Chair of the International Conference on Theory and Practice of Electronic Governance in Estonia, Portugal and Uruguay; and of 11 Workshops on Software Engineering, part of the Argentinean Congress on Computer Sciences. She chaired the Jury of the Gulf Cooperation Council e-Government Award in Kuwait (2011) and Dubai (2013) and served as Jury member for e-Government Awards in Bahrain (2012) and Oman (2014, 2016).
